Distributed intelligence is an attribute of the entire population and is referred to as collected intelligence when the population is bounded by a nation, province, city, or specific organization such as a union. The constituent assembly as actual vessel of distributed intelligence also holds responsibility to initiate procedure for declaration of war.

The modern idea of constituent assembly has grown beyond an occasional writing of a constitution. It has been used by many Latin American countries and somewhat envisioned by the Yellow Vests of France. The constituent assembly includes a citizen's initiative or referendum. The method of accomplishing this will likely be defined by a leaderless constituent assembly offering a new constitution in many countries at once, as capitalism collapses and replacement governance evolves at an accelerating rate.
